Controlled substances

This section performs duties which arise from local legislation (Medical and Kindred Professions Ordinance, Dangerous Drugs Ordinance, Drugs [Control] Regulations 1985 and Subsidiary Legislation 101.05) and from international obligations as Malta is a member of the EU and signatory to International Drug Control Treaties, namely the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. 

The administrative and technical work relating to controlled substances (narcotic drugs, psychotropic substances and precursor chemicals used in the illicit manufacture of narcotic drugs and psychotropic substances) includes the issuing of authorisations to suitably licensed wholesale dealers to import/export such substances and the issuing of approvals for amphetamine-related substances (e.g. methylphenidate and dexamphetamine) to patients who require them. Policies and legislation relating to such controlled substances are set up, implemented, revised and updated to incorporate local requirements, international obligations and European Union Directives. Licensed wholesale dealers who deal in narcotic drugs and psychotropic substances may download the template form ​to be able to place such substances on the market from this website.
